You can either create a parallel line through a point (i.e. center of a circle) or at a distance from the reference line. Using the P hotkey is used for the create line parallel at a distance. There are a variety of ways to create a line at a specific angle to an existing line, however, using the create line angle command requires that you become aware of the importance of where the reference line is selected.
